To ensure that Rules of Origin is adhered to, a Certificate of Origin is normally used to certify the origin of the goods.

What is Certificate of Origin?

Certificate of Origin (CO) is a document that certifies the country of origin of a particular product. The CO is intended solely to prove the origin of goods in order to satisfy customs or trade requirements such as supporting letter of credit. They can also be used as supporting documents for the issuance of corresponding COs by another authorised Chamber.

Product which meets Rules of Origin:
  • Manufactured in Malaysia & Used 100% Local Materials;  or
  • Manufactured in Malaysia Through Transformation Process Which Alters Tariff Code Classification at Six (6) Digit Level;  or
  • Contains at Least 25% Local Materials

MTMA is authorised by Ministry of International Trade and Industry to issue and endorse Non-Preferential Certificate of Origin (NPCO) since 1990.

MTMA will endorsed NPCO (for Textile and Apparel Products) except to Israel.

How to Apply for the Non - Preferential Certificate of Origin?

First time user, you need to submit below documents to MTMA Secretariat before Sign Up in the MTMA  eNPCO System:

  1. MTMA eCO User Procedure (First time sign-in as user)
  2. Non-member Information Form (Appendix II)
  3. Sample of "Statutory Declaration"
  4. Specimen Signature of Exporter
  5. Sample of Letter of Indemnity 

 

Renewal Exporter, you need to submit below document to MTMA Secretariat before end of December every year:

  1. Statutory Declaration Letter
  2. Signature of Exporter (if there is any changes from the previous)
  3. Letter of Indemnity

Supporting Document Required:

Application must be accompanied by a copy of each of the following documents which shall be retained by MTMA:

  • Complete NPCO form
  • Invoice from Malaysian Manufacturer to  Importer;
  • Packing List;
  • Bill of Lading for Goods from Malaysia to Importer;
  • Customs K2 Form; and
  • Other Documents that MTMA May Deem Necessary
